Babu Owino urges senate to summon central police station OCS

Embakasi East Member of Parliament (MP) Babu Owino has called on the Senate to urgently summon the Officer Commanding Station (OCS) of Nairobi’s Central Police Station, Samson Talaam, along with the officer on duty during the night of Albert Ojwang’s death in custody.

In a statement posted on his official X account on Wednesday night, June 11, 2025, Owino emphasised the need for transparency, adding that Kenyans need to know the truth.

The Senate should move with speed and summon the OCS central police station, together with the officer who was on duty that day. Let them tell Kenyans what they know, too. Truth shall come out,” he urged.

Owino’s demand is echoed across the country, with civil society actors and human rights groups calling for transparency. The Independent Policing Oversight Authority (IPOA) has since revealed that the station’s CCTV feeds were tampered with on the night in question.

“The other thing which could have shown his condition clearly is the CCTV, which in our report we have indicated was tampered with. From our forensic experts at IPOA, it is very clear that the CCTV was working because the first thing the investigative officers noted when they got into Central Police Station was that the power cable of the CCTV was not connected to the socket, but on connecting it, the CCTV came back,” IPOA Vice Chairperson Ann Wanjiku said during a special plenary session at the Senate.

DCI boss

Babu Owino’s remarks come shortly after the Director of Criminal Investigations (DCI), Mohammed Amin, said that Talaam should be treated as a prime suspect in the murder of Albert Ojwang, who died at the hands of police officers.

Responding to questions from senators on Wednesday, June 11, 2025, Amin revealed that DCI officers handed over Albert safely to police officers at the Central Police Station before later learning that the 31-year-old teacher had been killed.

“Before the booking, the reporting personnel called the OCS, and it is unfortunate that it is being said that he declined to book the suspect,” Amin said.

“Talaam is the OCS for the Central Police Station, and from the totality of things, he should be treated as a prime suspect in the matter.”

Amin said that his officers had picked up Ojwang from his home in the Kabondo-Kasipul constituency in Homa Bay, briefly booked him at the Mawego Police Station before transporting him to Nairobi.

He allayed reports that Ojwang may have been taken to the DCI headquarters for interrogations before being booked at the Central Police Station.

“From Homa Bay, the suspect was driven straight to Central Police Station straight, and nowhere else. We can confirm this by the movement of the Subaru Forester vehicle through GPS,” Amin stated.
